Chief Daniel V. Garcia has 37 years in law enforcement and recently concluded his policing
career with the sixth largest City in America, the Phoenix Police Department. As Chief of Police,
he guided the City of Phoenix to three calendar years of crime reduction, while maintaining a
cost savings in the annual allocated budget.

His policing philosophy is called “Policing with a Purpose” and his guiding principles can be
summarized with the following three questions:

Who are you?
What do you do?
What do you stand for?

He believes strongly that these questions can be applied to any organization in public service,
and/or private industry, as a means to define organizational purpose. Chief Garcia believes that
motivated people who have a sense of purpose will always exceed expectations in
accomplishing the mission

Prior to policing in Phoenix, he served with the Dallas Police Department for 34 years, and
retired at the rank of Asst. Chief of Police. During his career in policing, Chief Garcia
coordinated and collaborated with a number of public and private service industries in
addressing many high profile incidents such as the planning of Super Bowl XLV in 2007 and
Super Bowl XLIL in 2005, as well as many other special events and critical incidents.

As an Executive Chief level officer of two major city police departments, he has overseen every
aspect of leadership and management. During his policing service he personally commanded
the operations of patrol services, support services, strategic services, internal affairs
investigations and criminal investigations. He is an expert in policing tactics.

Chief Garcia is an Independent Law Enforcement Professional/CEO who brings a vast
experience in leadership development and a passion for speaking on various management
topics such as; organizational purpose, leadership development, strategic planning, critical
incident management and team building. Chief Garcia’s professional background has allowed
him the opportunity to speak to many public and private sectors as a motivational speaker and
he welcomes the opportunity to speak to your group.

Chief Garcia is a graduate from Sam Houston State University with a Bachelor of Science
Degree in Criminal Justice. He is also a graduate of the FBI National Academy, the Police
Research Forum and has served as a member of the Major City Chiefs Association.
